Pat Torchiana, CEO
Patricia R. Torchiana, a co-founder of the firm, manages the San Ramon office and directs the operations and financial aspects of Torchiana Mastrov & Sapiro, Inc. Pat has operated two successful businesses, and the lessons learned from these experiences provide the foundation of our highly developed entrepreneurial and consulting programs that Pat delivers. Her consulting specialty is with individuals and groups of people pursuing these emerging career tracks.
Pat holds a Bachelor of Education degree with honors from the University of Delaware and a Master of Education degree from the University of Pennsylvania. She is active in community organizations and is past president of the East Bay Chapter of the Association of Career Professionals. Pat is past Board member of Career Partners International, and most recently the Vice President, Quality & Standards Division.

William C. Torchiana co-founded the firm in 1980 to assist individuals and organizations in exploring and successfully implementing a broad array of career management solutions. As a highly skilled coach, successful entrepreneur, and experienced senior human resources executive, Bill provides consulting services at the senior executive level and heads the Leadership Development and Executive Coaching practice.
With a background in executive search and corporate human resources, Bill is well versed in all aspects of selecting, recruiting, and developing talent. He has assisted hundreds of executives in all functional areas and industries including financial services, consumer products, bio-tech, legal, retail, and management consulting.
Bill holds a Bachelor of Science degree from Drexel University and a Master of Business Administration degree from Widener University. Active in professional associations, he is a past president of the Northern California Human Resources Council. Bert Mastrov, Executive Vice President
Bert I. Mastrov, Executive Vice President and Principal, provides consulting support to mid- and senior-level career management clients. Bert’s expertise is in career management and selection.
Previously, as Vice President/Partner at Korn/Ferry International, he directed searches and placement at the senior level. Bert’s background further encompasses management positions in human resources and marketing with Bank of America, Levi Strauss & Co., Blue Cross, and Memorex.
Bert earned a Bachelor of Arts degree from the University of California at Berkeley. He has served as a faculty member of the university's extension division.Back to top
Mike Freccero Executive Vice President/Principal
Mike Freccero, Executive Vice President and Principal, joined Torchiana Mastrov & Sapiro in 2005. Mike is responsible for all business development and client relations activities. Previously, Mike was the Area Managing Director for the Spherion Human Capital Consulting Group offices throughout the Western United States. Prior to joining Spherion, he was the General Manager of the East Bay and Sacramento offices of Lee Hecht Harrison. Before his transition into the career management industry, Mike had an impressive 20-year career with Bank of America. He held several key senior assignments in the retail branch system from Branch Manager to Area Manager. As an Acquisition Specialist, he successfully managed the due diligence teams that led to the acquisition of several S&L’s in the Southwest.
Mike also spent over 10 years in Human Resources as a generalist culminating as a Human Resources Director for a 5,000-employee business unit. Upon the acquisition of Security Pacific Bank, Mike was named Project Manager for all career transition services for impacted employees. He was responsible for the development and management of five career centers in California and Washington, and for coordinating outplacement services for executive level employees. Mike earned his Bachelor’s Degree from the University of California at Davis with a major in Economics and a minor in Psychology.Back to top
MANAGING DIRECTOR - SILICON VALLEY
Dave Forster, Vice President
Dave Forster, Vice President, has managed the Silicon Valley office since joining Torchiana Mastrov & Sapiro in 2005. He was previously with Spherion Corporation’s Human Capital Consulting Group where he served as Managing Consultant in the Cupertino office.
Dave has held positions in financial management in various silicon valley companies such as Aerospace, Amdahl, GECalma and ROLM. He was with Robert Half International as Area manager, responsible for a group of six offices in Northern California. The combination of these industry experiences has given Dave considerable knowledge of how organizations operate from business management, sales, and human resource perspectives.
Dave is an active member of the business community, currently as a member of the Rotary Club of San Jose. He holds B.S. and M.B.A. degrees in Business Administration and Finance from the University of California, Berkeley.

Laura deJong, Senior Vice President, Career Management
Laura deJong heads our Career Management Practice and brings over 20 years of experience in career transition and human resources to her role. Prior to joining Torchiana, Mastrov and Sapiro, Laura was a Director with Spherion Human Capital Consulting in San Francisco.
Laura has also owned a small business and had a consulting practice specializing in executive search, talent management, and training and development. She holds a Master’s degree in Organizational Development from the University of San Francisco.

Kristi Rocha, Vice President, Client Services
Kristi Rocha, Vice President of Client Services, is responsible for business development in the East Bay. Ms. Rocha has 20 years of experience in consulting services most recently at Spherion HCCG. Prior to moving to a business development capacity, Kristi has held operations and management roles as well as an entrepreneurial small business owner. She understands human resource initiatives and seeks opportunities to partner with employers of choice who lead retention and corporate sustainability efforts.
Kristi received her business degree from Saint Mary’s College, and a M.S. in Organizational Development from the University of San Francisco. She has served on two non-profit boards and helped build a networking and job search group for senior level HR executives. Kristi is active in the local community. She has served two terms on the Economic Vitality Committee for the City of Pleasanton and chaired the pleasantonjobs.com (now trivalleyjobs.com) initiative. Currently Kristi is on the Pleasanton Unified School District’s Innovative & Creativity Committee

Lynne Saiz, Vice President, Client Services, is responsible for business development in the Silicon Valley and San Francisco Peninsula. Lynne has over 20 years of experience in global high technology companies including internet, telecommunications and government contracting. Previously, Lynne was a Senior Consultant at Torchiana delivering career transition services. Prior to Torchiana, Lynne was a Director, Human Resources at VeriSign. Earlier in Lynne’s career, she held various Human Resources roles with Mitel and Network Solutions.
During her 21 year career, Lynne focused her expertise as a generalist, managing a variety of functions including recruiting, employee relations, and HR administration groups. Her broad experience includes training, M&A, leadership development and performance management. Her wealth of operational and organizational knowledge is of great value in partnering with clients to customize solutions in support of their strategic vision.
Lynne earned a Bachelor of Science Degree in Criminal Justice from Radford University, Radford, Virginia.
